Application process
In most cases you must apply for a CS and be selected as part of a competitive process. Each higher education provider (provider) is responsible for the application process.
You must contact your higher education provider for information on applying for a scholarship under the CS programme. Your provider will give you all the necessary information on the:
- application, selection and offer processes
- selection policy
- conditions of scholarship.

Selection policy
All providers must select students for a CS in accordance with their policy. A provider must maintain a CS selection policy which is publicly available.
A provider’s selection policy will specify the following:
- the eligibility criteria for a CS

- if a student who receives other types of scholarships or awards is excluded from the CS.

Offer of a CS
In most cases your provider may offer you a CS only if your application was successful as part of a competitive process.

Confirmation of offer
If you are being offered a CS, then your provider must present, in writing:
- an offer of a scholarship
- details of the assistance to which you are entitled; and
- conditions of the scholarship.

Conditions of offer
You may receive an offer of a scholarship before confirmation of your enrolment but it will be on the condition that you are still eligible to receive a CS on the census date, and you will not receive any payments until after the census date, with the exception of the IAS. The census date is the date in each study period when your enrolment with your provider must be complete.

Accepting an offer
If you accept an offer of a CS, you must also:
- accept all conditions of the scholarship; and
- agree to provide relevant personal information to your provider. The information will be used to assess your ongoing eligibility for a CS.
