Does a loan fee apply to pre-2005 PELS students?

Postgraduate courses of study are not subject to a loan fee.  On 1 June each year, the portion of FEE-HELP debt that has remained unpaid for 11 months or more will be indexed by the Tax Office according to movements in the Consumer Price Index (CPI) to maintain their real value, but are otherwise interest free (see Is interest charged on my debt?).
